Promoters staging an Ozzy & Friends concert in Mannheim, Germany Wednesday (5/20) were left with just the Friends when Ozzy Osbourne decided minutes before the set was scheduled to start that 'vocal issues' would prevent him from being able to perform.  He broke the news after opening act Black Label Society had left the stage. The literally last minute decision by Ozzy left promoters and SAP Arena officials scrambling to figure out how to compensate fans.  An announcement was made advising them to check the venue web site for refund information.
